The Multi-State Privacy Agreement (MSPA) family: US National §7 is the baseline, and each state's §8–§27 is a subset with per-state N-Bitfield parameters. The technical-spec publisher and the MSPA contracting entity are two distinct parties (detailed below) and must not be conflated.

String & field layout
The MSPA family uses US National (§7, usnat) as the baseline; each state section (§8–§27) is a subset — the field semantics and three-valued encoding are shared, but the category count of N-Bitfields such as SensitiveDataProcessing varies per state (e.g. CA 8, CO 7, VA 8).
Carriage & access
The whole family shares the three-valued Int(2) semantics: 0 = Not applicable / 1 = Yes (opted out or noticed) / 2 = No (did not opt out) — unlike USPrivacy's single-character Y/N/-. See the mspa/usnat chapter for the full field level.
The technical specification is published by the Interactive Advertising Bureau (IAB) Tech Lab, while the contracting entity of MSPA is IAB Privacy, Inc. — the two must not be conflated: the former defines the technical fields, the latter is the legal entity of the privacy agreement that parties sign.
Version deltas
The field-level N-Bitfield parameters of each state section differ per state and are voluminous, so this site does not expand each state into detailed prose; the per-state field level follows the official US-States Technical Specification. Each state's placeholder page provides a §-number / state-name / apiPrefix index; the full field level of US National (§7) is given in the mspa/usnat chapter and serves as the baseline reference for the states.
Invalid forms
Michigan (MI) has no section of its own; its signal is expressed only via §7 US National — an upstream inconsistency to note when collecting.
